'Police' and 'Public order' are State subjects under the Constitution and primary responsibilities of detection, registration, investigation and prosecution, as well as prevention of crime and maintenance of Law and order lies with the State Government.
In recent years, due to increased activity in the tourism, transport, industries and power sectors in particular, there has been a change in the law & order and crime scenario. Increased access to interior parts of the State due to provision of road connectivity, and rise in number of transport vehicles, influx of migrant workers and tourists etc. have changed the Law & Order environment qualitatively. At the same time, better communication and modern scientific techniques make law and order management, crime prevention and detection technique much easer.
Fortunately, it is now realized that expenditures on the police is not at the cost of development. Indeed expenditures on policing are essential prerequisites to development. The challenge before the HP Police is to rise to the need of the hour by modernizing itself and effectively utilizing its resources, so that conducive conditions are created for economic and social investments for the benefit of the public.
The Administrative Report gives an overview of the main activities of the Department. There is no doubt, enormous scope for improvement and innovation.
